Market of forest certification in Russia. Prognosis on the followings 10 years

Auditor company LesTest has conducted market of certification services research in the forest sector of Russia for the last ten years (2000-2009). For probed period in Russia 237 certifications were conducted for forest industrial companies and organizations. The total volume of services made 12,4 million euro, including consulting services which are about 20% from all volume of works. These results exceed the prognoses of private experts considerably, but on an order below than prognoses of WWF Russia ten years ago . Mainly (87%) services were given foreign auditor companies.

To date volume of this sectors of the Russian market are made by an about 1,1 million euro in a year (on results 2009). Mainly, it is sums, which were be charged the Russian forest industrial companies and to organizations for conducting of different consulting and certification works. Presently 92% of this market is FSC certification system, and only 8 % of the market to be on other certification systems and standards, inculcated in forestry of Russia. For the last 10 years of loud speaker of growth of market of certification services was far not homogeneous. On a report «FSC Russia» (http://fsc-russia.com/index.php?id=198 ), considerable growth was observed in the period of 2005-2007, and a substantial slump is on 2008-2009. Presently, the increase of volume of market of certification in the forest sector of Russia is about 3%, it is about 40 thousand of euro in a year. It means, that in the followings 10 years the annual volume of market of FSC of services can make a no more than 1,4 million euro. A next decade is expected unfavorable for development of FSC in Russia from development of competition in the field of certification. According to news of agency "LesPromInform", in Russia it is planned to inculcate other (alternative) system of forest certification (PEFC) and certify in accordance its standards more than 400 million ha. of forests in the nearest 10 years. And although for saving of competitiveness the cost of services in the new system (PEFC) should be below in 2-3 times, a redistribution of market will be considerable. It means, that during realization of the declared plan, a market of FSC of certification share from 92% will fall down to 42% to 2020.

Total volume of FSC certification market services will not to diminish, but considerably slowed dynamics of his growth. The ambitious plans of the national forest systems of certification (PEFC) mean that the general volume of market of certification services in the forest sector of Russia will grow on 250-300 thousands euro annually, and by the end of decade will make an about 4,8 million euro in a year, that improbably.
Really, at development of the alternative system, a market increase will be no more than 100 thousand of euro in a year. By the end of decade (2020), the total volume of market will be made by a no more than 3,2 million euro in a year, from them a 1,4 million euro will be on FSC certification, 1,2 million euro on PEFC system and 0,6 millions on all other systems of forest certification. On the whole for the Russian economy, it will mean, that about 40% all got facilities will leave on the accounts of foreign certification companies, in a difference from a present tense (90% ).
