Operated business under standard BS 25999 in Russian social culture

Management standards move ahead on the market ten years in many countries and often it is already successfully. Probably, in the future it also becomes an indispensable condition of many transactions between partners, and probably and is not present. Now nobody will surprise with certificate ISO 9001 or ISO 14001. Really, such certified support of cooperation often shows about intellectual full value and responsibility of the enterprise or the partner. At least, it shows that the partner knows that such standard exists also it (the holder of the certificate) has entered it "club".

Occurrence in the market of certified services of British standards BS 25999 (Management of a business continuity) is an innovation in development and introduction of interesting standards in the companies. The standard name and its maintenance is chosen successfully enough on the eve of global financial crisis. Involuntarily there is a thought, and what if many companies have introduced the principles stated in this standard, they would avoid crisis? Unfortunately, no, and crisis has shows it more than enough. Concerning the developed countries, where basically standards "are born" (Great Britain, the USA, Canada, France), is quite possible high utility of such standards therefore as the culture of their sphere of economy is those favourable circumstances on which it would be possible to throw grains of new control systems.

Another matter in the countries with other culture of manufacture and management, and business dealing in general. In particular for Russia, the country with high level of corruption and financial criminality in all spheres of economy. In Russia any standards work in an especially way or at all do not work. In the country where even strict retaliatory laws are not carried out by legislators and executors of these laws, "survivability" of standards directed on improvement of quality of management is simple the ridiculous. It is enough to look some years ago and to understand, the advantage of introduction of two previous standards (ISO 9001, ISO 14001) is how much considerable. Certainly, it not a useless invention for any enterprise.

Numerous visit of the auditor, and the standard requirement, on which he informs within several days to the administrative personnel (but more often to one person of the certificated company) gives some understanding that in the company it is possible to operate in another way. To make this management on another as the international standards of management demand, it was not possible in Russia to any enterprise yet. Any of thousand companies certificated in Russia can speak much as is wished about perfectly working control system, being based only that told nobody can check up all. Certainly, except constantly paid auditor.

The maximum that can be seen outside of territory of the Russian company, it is the Policy in the field of the quality management which performance also cannot be checked up. "Introduction" of standards of quality management in the Russian companies is spent especially for reception of the certificate and increase in capitalisation and loyalty of partners at transactions. It is faster improvement of advertising of activity, than reception of higher effect (economic, social) in a business management in the company.

Standard BS 25999 is not an exception for the Russia and post-Soviet space. The next years hundreds certificates on systems ostensibly existing at the enterprises (BCM) will be given out. But it, will mean hardly that any Russian companies will have effective immunity from the every possible crisis phenomena, i. е. business in company will be continuous. Though it is not excluded that in system of auditor estimations in the world will start something to vary and the trust to the international certificates ( BS 25999) will be such that partners begin to exclude has undressed "Force-major" from the contracts, and a non-material active of such certificated company it will be appreciable above another similar, but not certificated company.

But while, and it will proceed long enough, occurrence, certification introduction on conformity to the international standards in the Russian market, carries out a role of informative movement. The leading role of this movement - to create in the future the cultural of environment for enough intellectual workings out, such as standard BS 25999. And educational mission of the international organizations on working out of standards will proceed in territory of Russia.
